Minnesota Housing Awards Funding to Create 72 Supportive Housing Units
ST. PAUL, Minn. — Minnesota Housing has awarded funds to create 72 new supportive housing units in St. Cloud and Minneapolis, expanding access to stable, affordable homes for Minnesotans experiencing homelessness.
The funding comes through the federal HOME American Rescue Plan (HOME ARP) Program and will support two new housing developments. The Minnesota Housing board approved the selections on August 27, 2026.
“Having a safe and stable place to call home can be life-changing, especially for someone who has experienced homelessness,” said Minnesota Housing Commissioner Jennifer Ho. “These investments will create 72 homes where people can not only find stability but also connect with the services and community they need to thrive.”
The two selected developments are:
- Elm Ridge Apartments, St. Cloud — $17.9 million: Center City Housing Corporation will build 40 efficiency apartments for households experiencing homelessness who have a disability or are age 65 or older. All 40 units will have Housing Support rental assistance from Stearns County. The development will include community space, a 24-hour front desk and other supportive features. The site is located in the West End neighborhood of St. Cloud.
- Biida’adoo, Minneapolis — $11.2 million: Trellis Co. and Anishinaabe Endaad LLC will develop 32 one-bedroom supportive housing units for households experiencing long-term homelessness. The development was created through a partnership with Anishinaabe Endaad, an emerging developer and supportive housing provider specializing in serving and empowering the Native American community. All 32 units will have Housing Support rental assistance through Red Lake Nation. The site is located in the Harrison neighborhood of Minneapolis.
Biida’adoo — an Ojibwe phrase meaning “they follow the path here” — will also include culturally designed spaces and services, including a cultural building, sweat lodge and community garden. Onsite Medicaid services include health education, mental health services and recovery supports. Anishinaabe Endaad will coordinate onsite services, with Agate Housing and Services serving as the project’s supportive housing provider.
“People experiencing homelessness face significant health disparities, and too often the healthcare system expects them to overcome barriers before they can receive the care they need,” said Anishinaabe Endaad Executive Director, Adam Fairbanks. “These dollars will help Anishinaabe Endaad advance our mission of empowering Native Americans by creating opportunities for healing, personal growth and connection to culture, while demonstrating a model where stable housing, accessible healthcare and cultural healing come together to support the whole person.”
HOME ARP was created through the American Rescue Plan Act of 2021 to address housing instability and homelessness.
To determine how Minnesota’s funding could have the greatest impact, Minnesota Housing conducted surveys and listening sessions, interviewed historically excluded partners and completed a statewide housing needs analysis. That work identified people experiencing homelessness as having the greatest unmet need for rental housing. Minnesota Housing consequently prioritized projects that will serve households experiencing homelessness.
Minnesota Housing received four applications requesting nearly $42 million through the 2026 HOME ARP RFP. Applications were reviewed for eligibility, scored and evaluated for financial feasibility, readiness, market need, development team capacity and alignment with federal HOME ARP requirements and Minnesota Housing priorities.
The selected projects will receive 15-year deferred loans and must comply with federal HOME ARP requirements throughout the loan term. Minnesota Housing will provide ongoing monitoring during that period.
Supportive housing developments include more than just apartments. They require additional space for on-site services and case management, community gathering areas, enhanced accessibility features, additional staff and security areas, as well as spaces designed to fit the specific needs of residents.
